This Court has jurisdiction of the within action under 28 U.S.C. § 1361 and § 1391(e), and 28 U.S.C. § 2201 and § 2202. Plaintiff seeks reinstatement in his federal job and a declaratory judgment to the effect that he was wrongfully discharged.
