On November 11, 1958, the barge BA-1401 laden with 1411 tons of sodium sulphate, sometimes referred to as salt cake, sank in the Chesapeake Bay near the mouth of the Potomac River. At the time and place in question the barge was in tow of the tug Falcon, the latter being owned by the petitioner, Southern Transportation Company, Incorporated.
