RAYFIEL, District Judge.
The United States of America (U.S. A.), as libelant, brought this action against Lockheed Aircraft Service International (LASI), an aircraft repair station licensed by the Civil Aeronautics Administration under Section 623 of Title 49, U.S.C.A., to recover a civil penalty in the sum of $1,000, as provided for in Section 621 of the said Title.
