Arthur E. Orcutt was tried in the District Court of Natrona County, Wyoming, and convicted on a charge of grand larceny arising out of the theft of an automobile. He was sentenced under a Wyoming habitual criminal statute, Wyo. Stat. 1957, § 6-9, to serve a term of 15 years. The judgment and sentence was affirmed by the Wyoming Supreme Court. Orcutt v.
