This appeal questions the constitutionality of the District of Columbia Employee Non-Liability Act.1

On January 18, 1959, a District of Columbia Fire Department ambulance collided with an automobile owned by appellant Barrick and insured by appellant Allied American Mutual Fire Insurance Company. At the time of the accident the ambulance was on an emergency run....
