Plaintiff and defendant move this Court for summary judgment for the purpose of reviewing the final decision of the Secretary of Health, Education and Welfare.

On October 13, 1958, the plaintiff requested a hearing after a determination by the Bureau of Old Age and Survivors Insurance, Social Security Act, which denied his application for old age insurance benefits. The Bureau determined that plaintiff did not have the requisite quarters...
