The school-reorganization order before us on this appeal was entered by the Joint School Committee on its own motion pursuant to sec. 40.03, Stats. As a condition precedent to entering such order the Joint School Committee was required to hold a public hearing and give notice thereof by personal service, posting, and publication, all as prescribed by sec. 40.025 (2) (a).
