Pursuant to the provisions of Section 17 of Article 40 of the Baltimore City Code (1950), as revised by Ordinance No. 711, approved May 21, 1953, the Mayor and City Council of Baltimore duly ordained Ordinance No. 1582 which granted permission to the appellee, The Vernon Realty Company (Realty Company) and Fred R. Holzworth and wife, owners, to establish, maintain and operate an open area for the parking of motor vehicles...
