This matter is before us on exceptions to findings of fact, conclusions of law and decree affirming the decision of a board of township commissioners which gave approval of exceptant's subdivision plan only upon condition that such plan contain a notation that a stream running through one of the lots will be piped in if a building permit is sought for that lot.
