This case is before the court on defendants' motion to dismiss for want of jurisdiction. The action arises from an automobile collision on July 22, 1956 in Shenandoah National Park in Virginia. All plaintiffs and defendants are citizens of Pennsylvania. Since diversity of citizenship is lacking, plaintiffs rely for jurisdiction upon the Act of August 19, 1937, § 1, as amended,
