In this proceeding the Commonwealth seeks payment for the cost of care of an incompetent veteran as a patient in a State institution, for several years prior to the appointment of a guardian. During the period in question the veteran was and continues to be the beneficiary of a pension from the United States Government (now $78.75 monthly, formerly $66.15).
