The Borough of New Cumberland filed the above annexation proceedings on October 30, 1954, to annex 125.6 acres of the Township of Lower Allen which at that time was a second class township. Upon complaint made by Lower Allen Township and an aggrieved individual, a board of commissioners was appointed to make a study of the facts in the matter, as provided by the Act of July 20, 1953...
