Minority stockholders of the Boston and Providence Railroad, now in bankruptcy reorganization before the Federal district court of Massachusetts, here complain of the refusal of the Interstate Commerce Commission to determine and prescribe divisions of operating revenues between the B & P and the New York, New Haven & Hartford Railroad Company in respect to local and through traffic moved over B & P's lines by New Haven in its operation...
