The petitioner, Irwin M. Lowe, seeks a review of a recommendation of the Board of Governors of The State Bar that he be disbarred from the practice of the law. The Board of Governors approved and adopted findings of fact of a local administrative committee, which on these findings had recommended that the petitioner be suspended from the practice of law for a period of two years.
