This suit under the Federal Tort Claims Act, 28 U.S.C.A. §§ 1346 et seq., 2671 et seq., grows out of an accident in which Homer Peck, the plaintiff-appellant, was severely and permanently injured while crossing the George Washington Highway in Norfolk County, Virginia, at a regular intersection in broad daylight on the morning of May 12, 1949.
