CHICAGO, MILWAUKEE, ST. PAUL & PACIFIC RAILROAD COMPANY, a Wisconsin Corporation, Plaintiff and Respondents, v. The BOARD OF RAILROAD COMMISSIONERS OF THE STATE OF MONTANA, Paul T. Smith, Austin B. Middleton and Leonard C. Young, Members of said Board, and Arnold Olsen, Attorney General of the State of Montana, Defendants and Appellants, and The Railroad Brotherhoods of Railroad Trainmen, Engineers, Firemen and conductors, hereinafter designated as The Four Brotherhoods, Intervenors, and Citizens' Committee, a Voluntary Organization Along said Line of Railroad, Intervenor, and Brotherhood of Railway and Steamship Clerks, Intervenor.
