Safeway Stores, Incorporated, applied to the Commissioner of Buildings of the city of Richmond for a permit to erect a one-story brick and concrete store building on a vacant lot on the eastern side of North Sheppard street, between Park and Patterson avenues. The proposed building was to extend to the property line on Sheppard street and front 50 feet thereon. It was to run back a distance of 135 feet, leaving a space of 15 feet between its rear...
