Huntley, United States Marshal for the Third Division, District of Alaska, in the United States jail in the City of Anchorage, Alaska, under conditions described in detail in the petition, which are asserted to constitute cruel and inhuman punishment in violation of the Eighth Amendment to the Constitution of the United States...
