We have before us the petitions of two constables, one elected for the twenty-second ward of the City of Philadelphia, and the other for the forty-first ward of the city. Each petition asks for the appointment of a deputy constable, and recites that the elected constable, "reposing special trust and confidence" in the person named as deputy, appoints and deputes him to be deputy constable...
