Defendant herein is charged with a violation of the provisions of section 101 of article 7 of the Traffic Regulations of the City of New York in that he did operate a motor vehicle which was not provided with adequate four-wheel brakes. Said section requires (subds. 2, 3, 4):

"2. Every motor vehicle shall have brakes which are capable of bringing it to a full stop when operated at 20 miles an hour
