The plaintiffs have instituted this action under § 21(b) of the Longshoremen's and Harbor Workers' Compensation Act, 33 U.S.C.A. § 921(b), and § 3(b) of the Act relating to compensation for disability or death to persons employed at military, air, and naval bases outside the United States, 42 U.S.C.A. § 1653(b).
