Briefly and concisely stated, the fact that is not in dispute at all, is that one of the agencies of the federal government, the W.P.A., leased from the plaintiff the third floor of a building in Seattle, known as the Carstens Building. The lease covered approximately 8,775 square feet. A standard form lease was provided for by the government itself, and approved by the Secretary of the Treasury in the Procurement Division.
