The appellant, Samuel B. Johnston, a practicing dentist in the District of Columbia for twenty-five years, feels that unduly oppressive and unwarranted restrictions have been placed upon the conduct of his profession. He instituted proceedings against the Board of Dental Examiners, appellees, to test the constitutionality of the Dental Act of 1940
