This action was brought by plaintiffs allegedly under the Tucker Act, 28 U.S.C.A. § 41(20), for the recovery of moneys claimed to be due under a contract. On May 18, 1938, the District Quartermaster, Civilian Conservation Corps at Vancouver, Washington, mailed to plaintiffs and others a written invitation for bids for "Commercial hauling of C. C. C.
