The applicant, Chow Fook Hong, was denied permission to enter the United States upon the ground that he had not established that he was the son of Chow Tung, deceased. The American citizenship of the alleged father Chow Tung was conceded by the Immigration authorities.

It was the contention of the petitioner that the action of the Immigration authorities was, first, arbitrary and unreasonable...
