This is an action on a war risk insurance policy. The plaintiff filed his claim with the United States Veterans' Bureau at Louisville, Ky., on May 7, 1929. Thereafter he received a letter, dated June 12, 1929, signed "By direction, J. T. Allen, Regional Adjudication Officer, Louisville, Ky.," in which it was stated that: "The evidence in his claim had been reviewed and it was held that his disabilities were not shown to be permanent...
