The steamtug Lotta Cowles, having in tow two light barges, drawn side by side, was proceeding to dock at the Lake & Rail elevator dock in the Buffalo River, at Buffalo, N. Y. The tow, driven by the wind blowing up stream, swung out of its course, and the barge Elizabeth M.
