Pursuant to § 10 of the Lever Act (August 10, 1917, c. 53, 40 Stat. 276, 279) the President requisitioned for the Army on April 18, 1918, a radial drill belonging to Pfitsch. The Board of Appraisers of the War Department found its then value to be $3,979.50, and awarded him that amount as compensation.
